Refereeing service in boxing: progress need analysis

Abstract
Objective of the study was to analyze the refereeing service in the national high-ranking boxing events to outline the refereeing service progress needs.
Methods and structure of the study. We analyzed, for the purposes of the study, quality of the refereeing service at the Republic of Sakha Boxing Championship and Republican Boxing Tournament of the Strongest Men for the 2004-2005-born juniors; plus video replays of the 2018 Boxing Championship of the Russian Federation hosted by Yakutsk.
Results and conclusion. The refereeing service quality analysis found the following: most of the Republican referees fail to timely pass the skills advancement/ relicensing courses; the refereeing service authority fails to run the referees’ knowledge and skills tests; referees often disagree in their decisions, with the disagreements growing with the rank of events – that means that the biased refs struggle for influence on the verdicts. To refereeing service quality assurance system should form, as a matter of top priority, a highly competent refereeing service corps with an refereeing service expert panel responsible for the referees’ rating system; require every referee being duly tested at the annual professional progress/ relicensing courses and qualify for the All-Russian and International refereeing service trainings on submissions from the refereeing service expert panel; hold annual Republican refereeing service workshops with contributions from the leading refs of the Russian Boxing Federation; procure and implement modern internationally recognized e-refereeing systems for the Boxing Federation of the Republic of Sakha/ Yakutia; and appoint a responsible operator referee for the systems.
