Regional physical education system in Sakha Republic (Yakutia): progress facilitating provisions

Background. Natural, geographic, ethnical, climatic, demographic, socio-economic and other specifics of the Republic of Sakha (Yakutia) cannot but is of high influence on the educational system models and progress avenues. Fully appreciating the importance of the physical education and sport (PES) sector advancement projects in the region and the growing need for the highly competent human resource for the sector, the Ministry of Sports of the Republic of Sakha (Yakutia) came up with its Physical Education and Sports Development Strategy for the Republic of Sakha (Yakutia) for the period of 2009-2020. The Strategy states, among other things, that the Republic is “still short of the human resource for the sector, with the competency levels of the physical education teachers, instructors and trainers in the sector being still too low, and the existing specialist training system and services being incapable of bridging the gap in the short run”. It is quite obvious at this juncture that the Strategy has started yielding some benefits albeit the practical accomplishments are still short of the goals [5].

Objective of the study was to analyze the progress facilitating provisions for the regional physical education specialist training system in the Republic of Sakha (Yakutia)

Study findings and discussion. As provided by V.P. Kochnev, I.I. Portnyagin, N.K. Shamaev, one of the most promising ways to improve the quality of a physical education service is to have the educational service customized to the ethnic/ cultural traditions and mentalities of the local communities [6]. It should be noted, however, that many issues of the permanent physical education concept in application to Yakutia have not been fully covered by the education research science despite the fact that the Republic has made an impressive progress in the physical education and sports sector and the progress has improved the image of the Republic.

Presently the Republic is still facing a few challenges of hampering effect on the general progress of its PES sector including that in the children and youth PES services and services to disabled people in preschool, general school, advanced education systems and primary, secondary and higher vocational education systems [5]. These drawbacks, in our opinion, are largely due to the still inadequately trained and incomplete human resource for the regional training service, still inadequate sport assets and other provisions and outdated training methodologies.

It is also important to emphasize that Yakutia is rather diverse in its climatic zones, from sharply continental climate in the south to subtropical climate in the north, and this diversity requires the PES specialist having extensive knowledgebase, competences and skills. The specialist training services are further complicated by the scarcely populated areas and communities, understaffed schools and often primitive school physical education and sport assets. In context of the modern local professional PES service situation and development policies, the Republican PES system needs to be customized to multiple areal specifics to be efficient enough.

Analyses of the present situation with the permanent PES specialist training service in the Republic of Sakha (Yakutia) including its procedural, legal and regulatory framework and practical provisions show that the sector is still in need of effective solutions for the progress [1-4] in at least the following problematic issues.

The first issue is that the regional permanent PES specialist training service may be efficient in the modern conditions only when its multilevel structure is perfected and harmonized in every detail and a new system operation mechanism is offered and implemented. This system harmonization initiative shall give the means to analyze the system to have it reformed and made more efficient than the existing one.

The efforts to solve the first issue may be facilitated by solving the second issue that is to have the multilevel hierarchy of relationships in the Republican permanent PES specialist training service reformed and customized to the local specifics. An analysis of this hierarchy of relationships shall make it possible to highlight the bottlenecks in the system operation and correct them via the relevant solutions, with the progress of the solutions being rated by the relevant qualitative and quantitative progress criteria.

The third issue refers to the relevant institutional and practical provisions for the area-specific solutions for the regional permanent PES specialist training service models. The areal solutions and provisions cannot be offered unless supported by a thorough analysis and primary input analytical data that should be mined in focused research projects. The solution for this issue shall determine the most promising progress avenues for the system with the relevant implementation toolkits. 

The fourth issue is about how the regional permanent PES specialist training service shall be adapted to the changing demand of the Yakut society for the system functionality and outputs. The adaptation process, however, shall be secured by the highly skilled human resource trained within the educational system. This means that the first efforts towards the solution shall be made by the faculties, trainers, instructors and managers rather than students. As demonstrated by actual practice, however, management is not always supportive of the reform initiatives, and its role in the regional permanent PES specialist training service reform is still indefinite at this juncture.

The fifth issue refers to the regional PES specialist training service cooperation and integration with the relevant research, governmental (and interdepartmental) and commercial interests. A solution of this issue is further complicated by the existing deficiencies in the legal and regulatory framework (particularly the regional ones) and, hence, the shortage of the practical mechanisms for cooperation.

We believe that the above issues and solutions are the most critical for the regional permanent PES specialist training system operations to be put on the most efficient basis.

Conclusion. The study data and theoretical analysis give the grounds to recommend the following provisions for the initiatives to improve the regional permanent PES specialist training service:

  • Find the best regional model for the permanent PES specialist training service to combine the Federal and regional PES specialist training components with a special priority to the future specific responsibilities of the local PES specialists;
  • Persistently improve the trainees’ data processing and analytical capacities in the PES specialist training service including due competency in the data processing and summarizing logics with the ability to find deficiencies in the data flows; and
  • Secure the staged competences and skills building process in the permanent PES specialist training service to ensure that the specialists are fully competent in the theory and practice, motivated and determined for further progress in the service and professional education.

Abstract

Objective of the study was to analyze the progress facilitating provisions for the regional physical education specialist training system in the Republic of Sakha (Yakutia) including: balance of the Federal and regional specialist training service for the Yakut physical education and sports sector, with a special attention to the individual credentials of the specialists; systemic efforts to build up the information analyzing competences in students (including data management, generalizing and classification skills) in the vocational physical education process; staged knowledgebase building by a sound theoretical and practical toolkit to effectively contribute to the general education and special professional competences.
