Key words: innovation, social effect, introduction.
The structure of the national well-being, the set of indices of life expectancy, literacy, number of those enrolled in educational institutions and real GDP per capita makes it possible to judge on the level of innovative development of the national economy. According to these indicators Russia takes a very low 71st place out of 174 countries.
The theoretical analysis of the problem revealed the performance criteria of innovation in the humanitarian sphere: the implementation orientation of the project, socio-economic value of results of innovation for a specific region, prove the necessity of innovation development, quantitative characteristics of expected specific results, the level of integration of educational, scientific, managerial and business structures when developing and implementing the innovation; interdisciplinary specifics of innovation, the scope of application and prospects of introduction and extension of innovation.
In fact, now the developers are facing two missions: to become embedded in the process of physical culture and sport and prove that the introduction of this innovation development has a social effect.
Over the last 5 years, the Department of theoretical bases of physical education of Tyumen State University has approved 10 innovations in the field of physical culture and sport at 26 experimental sites. And on one of developments “The children’s health monitoring software" the researchers managed to trace the effect of its improvement at its continuous extension at 20 sites. This experience contributes to allocating some social effects after the implementation of this development: improvement of the school educational process on physical culture thanks to its informatization, improvement of the control of development of the sphere of physical culture and sport, increase of scientific and innovation levels of projects, enhancement of the social situation in region.
