On the question of the transformation of international cooperation at universities of the sports sector

Introduction. The current stage of higher education development in the Russian Federation is characterized by a shift in the vectors of international interaction. If previously the goals and boundaries of cooperation of educational organizations had clear legislative contours, today the effectiveness of these processes directly depends on the ability of universities to adapt to suddenly changing geopolitical and technological realities [1].
Aim of the study: to substantiate the need for modernization of international professional and educational cooperation of universities in the sports industry and to present the author's concept of organizing this process, aimed at increasing the efficiency of the personnel training system.
Results of the study and their discussion. The conducted empirical analysis (questionnaires, interviews, analysis of conference video recordings) revealed a number of significant contradictions and trends: discrepancies in goal setting; perception barriers; external demand for cooperation.
In response to the identified contradictions, the author's concept of organizing international professional and educational cooperation was developed. Its mission is to increase the efficiency of personnel training and is manifested in the interests of all subjects: the individual, society, the professional community, and the sports industry as a whole. The concept is based on the integration of systemic, synergetic, personal-activity, environmental, resource, and competence-based approaches. It is aimed at achieving results of international significance, which implies the intensification of practice-oriented language training, strengthening interdisciplinary interaction, and the formation of professional competencies of an international nature inextricably linked with the development of professional culture.
Conclusions. The need for modernization of international professional and educational cooperation of universities in the sports industry is determined by a complex of external (geopolitical shifts, digitalization) and internal (organizational and substantive inconsistency) factors. A key barrier to the development of cooperation is the subjective factor – the contradiction between the strategic guidelines of the management and the operational interests of specialists, compounded by distrust in the export of their own developments.
The author's concept of organizing international professional and educational cooperation, based on the principles of a systemic, synergetic, and competence-based approach, allows overcoming existing gaps. Its implementation contributes to the transformation of international activities from a politically motivated to a scientific and educational sphere, which ensures the integration of universities into new cooperative ties (primarily with partners from the Eurasian Economic Union) and improves the quality of personnel training for the sports industry.
