The formation of a system of adaptive swimming: problems of resource provision in the Siberian Federal District

Abstract

Objective of the study is to conduct a structural-resource analysis of the state of adaptive swimming for persons with lesions of the musculoskeletal apparatus in the Siberian Federal District, with an emphasis on the identification of the systemic problems limiting the development of this kind of Paralympic sport. Methods and structure of the study. An analysis of the data on 12 subjects of the Siberian Federal District was conducted, including the Omsk, Tomsk, Novosibirsk, Kemerovo and Irkutsk Regions, the Altai and Krasnoyarsk Territories, the Zabaykalsky Territory, as well as the Republics of Altai, Tyva, Buryatia and Khakassia. Results and conclusions. An acute deficit of qualified specialists and staff coaches in adaptive swimming was revealed in four regions of the SFD, which has a negative effect on the scientific-methodological support of the training process. The formal presence of swimming pools in all the regions is not converted into equal conditions of preparation. The key indicator of real accessibility, the presence of accessibility passports, demonstrates a positive dynamics only in four regions, whereas in the remaining subjects adapted facilities are practically absent, which conserves the physical isolation of persons with disabilities from the sports infrastructure.
