Abstract

Objective of the study is to substantiate proposals for increasing the level of medical provision of learners undergoing athletic preparation. Methods and structure of the study. General scientific methods of research (analysis, synthesis), special methods of jurisprudence (comparative-legal, formal-legal) for the development of proposals for including sports-medicine physicians in the normative costs for the remuneration of persons directly participating in the implementation of athletic preparation. Results and conclusions. In the course of the scientific work, it was revealed that the medical provision of learners undergoing athletic preparation is limited by the inconsistency of the legal regulation of the institutions of ‘athletic preparation’ and ‘supplementary education’. To eliminate this contradiction, a set of measures is proposed, aimed at the normative consolidation of the obligatory participation of sports-medicine physicians in the implementation of the federal standards of athletic preparation, the development of norms for their staffing numbers depending on the stage of preparation and the number of learners, the correction of the methodology for calculating the wages of medical workers, the inclusion of organisations carrying out athletic preparation and holding a licence for medical activity in the list of institutions granting the right to early pension provision, as well as the simplification of the personnel requirements for medical rooms for organisations located in regions with low population density and transport remoteness from administrative centres.
