Introduction. The quality of education on the basis of competency building approach is now a priority direction of universities. This is due to the significant changes occurring in our society and in the higher education system. At the modern phase of restructuring and improvement of the content of the system of higher physical culture education there is the problem of training personnel, capable of qualitative teaching, adapting quickly to changing social conditions, solving problem situations consciously and creatively.

High level of requirements for a future teacher provokes the need to develop new ways to enhance the educational process, which would enable to modernize and improve the quality of the generated knowledge and skills of future physical education teachers. So, it is very important to improve the content of education in institutes by creating favorable conditions for students’ self-actualization and development of their creativity.

Different kinds of training, which are educational (including training camps) and pedagogical (including practice in summer vacation camps) are essential in the process of student’s training for teaching work.

The university practice on teacher training specialties is a test showing how well students are trained to work by profession in the future. During practical training and teaching practice teachers can see weaknesses in students’ knowledge and make appropriate correctives in the teaching process. Practical training on the 1st and 2nd years of study at the physical culture faculty takes place in camps and aims at training a camp counselor’s practical, constructive, organizational, communicative, analytical and reflexive and applied skills. It has been revealed the practical training program content needs to be optimized and modernized and new methods of training of physical education specialists should be searched, to make the educational process more effective. Students of the physical culture faculty had summer practical training organized and held in a teacher training institution using the traditional, “academic” method for many years.  A range of subjects, studied on the base of sports plate structures in vacation camps, were meant to train students how to organize and stage sport events. Practical training was often formal and helped students to revise and remember the knowledge they already obtained during in-class learning. Children’s vacation camps system and general and extended education systems were subject to fundamental changes. Changed requirements to the quality and forms of children’s vacation organization caused changes in the requirements to specialists who work in the vacation camp system. There arose a new vacancy in a staffing list of the children’s vacation camp, called “teacher and organizer” and “teacher and organizer (physical education and swimming instructor)”.

The new federal state educational standard and the practical training sample program define the final result, but educational designers have the right to create conditions (approaches and methods) and work on content details.

The paper presents the researchers' view of the content of the courseware in accordance with the new standard and requirements made by the program of practical training and other regulatory documents.

The purpose of the research was to develop a practical training program to train students specializing in "physical education" for professional work in children's vacation camps.

Results and discussion. “The map project of the practical training program of the physical culture faculty in a teacher training institute” was created on the preparatory stage (Chart).

Step  № 1. Analysis and determination of the priority of regulatory documents: 1) Federal state educational standard (p. 7.15); 2) Curriculum/Basic curriculum; 3) Practical training regulations (regulatory collection of Perm state humanitarian-pedagogical university “Academic work”, page 263); 4) work program of practical training.

Step № 3. Analysis of characteristics and types of children’s country vacation camps (“Children's health camp: organization and activity, personality and team”, A.A. Danilkova, D.N. Danilkov).

Step № 4. Analysis of social mandate, staffing position, duty regulations and requirements to a specialist of a children’s country health camp “teacher and organizer (physical education and swimming instructor)”.Step № 3. Analysis of characteristics and types of children’s country vacation camps (“Children's health camp: organization and activity, personality and team”, A.A. Danilkova, D.N. Danilkov).

Step № 5. Diagnostics of levels of development of competences:

1. Basic: implementation, facilitating, realization.

2. Threshold: organization and development.

3. Advanced: creation, idea.

While working on the content of the program of practical training we were guided by the following theses:

1. Practical training gives us an opportunity to use much wider range of activities than lectures and in-class learning.

2. During practical training we do different kinds of work than during lectures and in-class learning.

Conclusions. The optimization and modernization of the content of the program of practical training will lead to the formation in students of the Physical Culture Faculty of professional competencies needed for teaching practice on the 3rd course and also provide effective professional training to work in summer vacation camps via practical training at the 1st and the 2nd courses.
