Availability of adaptive physical education classes for people with disabilities and (or) health limitations, in the context of sports law

Objective of the study is aimed at determining the degree of accessibility and range of opportunities provided by adaptive physical education for people with disabilities, taking into account the legal norms in the field of sports operating at the municipal level.
Methods and structure of the study. General scientific research approaches (such as analysis, synthesis, generalization, comparison, characterization and modeling) and special legal methods (comparative jurisprudence and formal legal analysis) are used to develop recommendations for improving Russian legislation aimed at expanding opportunities for citizens to engage in adaptive physical culture and sports.
Results and conclusions. The limitation of accessibility to physical therapy classes for the population with disabilities and (or) NEOS has been revealed, and discrepancies in the recommended amounts of weekly physical activity per week for people considered to be systematically engaged in physical therapy, both with and without NEOS, have been identified. In order to increase the accessibility of adaptive physical therapy classes for the population with disabilities and/or health limitations in municipal areas, urban or municipal districts, the Ministry of Sports of Russia suggests: 1) initiate the transfer at the legislative level of issues on "assistance to the development of FKiS for the disabled, persons with disabilities, adaptive FKiS" from the rights of municipal districts and (or) municipal, urban districts to the list of issues of local importance; 2) eliminate discrepancies in the weekly amounts of motor activity according to the 18 levels of the WFSK "TRP", established by the Ministry of Sports of the Russian Federation, between persons without disabilities and (or) health restrictions and persons with disabilities and (or) health restrictions, by synchronizing them; 3) establish a unified methodology for determining systematically engaged in physical therapy, regardless of their state of health, within the recommended amounts of physical activity per week.
