Personal budget instruments to stimulate the interest of citizens of the russian federation in physical education and sports

Objective of the study was to systematization, interpretation and qualitative assessment of the effectiveness of personal budget instruments that can be used to increase the interest of Russian citizens in physical education and sports.
Methods and structure of the study. The scientific work is based on the systematization and comparative characteristics of the instruments and practices used in the modern budgetary practice of the Russian Federation, which involve the personal participation of citizens. A qualitative assessment of the effectiveness of instruments (practices) is carried out in terms of the possibility of influencing the motivation of citizens to engage in physical education and sports through their use.
Results and conclusions. It has been established that the most effective personal budgetary tool that financially stimulates the growth of motivation of Russian citizens to engage in physical education and sports are social certificates. Such tools as participation in public hearings, participation in the assessment of the effectiveness of the implementation of national projects have the ability to generate interest in the field of physical education and sports itself, which in the future can turn into real physical education and sports, into real involvement of citizens. The results of the study can be used to improve the activities of a wide range of entities to involve Russian citizens in physical education and sports.
