Interaction of the state with public organizations in the field of sports: political and managerial aspects

Introduction. The study examines the Russian physical culture and sports system, its main participants, and the influence of factors on this system that depend on political processes within our country, including at the regional level. The duality of subordination and the related problems of the main actors of the Russian sports system – the all-Russian and regional federations by sports are determined [1, 2].
The purpose of the study is to identify problematic issues and develop effective solutions in the relationship between physical culture and sports public associations and public authorities, using the example of public organizations in the Krasnodar Territory.
Methodology and organization of the study. A survey of the heads of 56 regional federations was conducted, regional and federal normative legal acts in the field of regulating relations between sports federations and authorities were analyzed.
The results of the study and their discussion. The conducted survey indicates the duality of subordination of physical culture and sports public associations: the All-Russian Federation of Sports and the regional Ministry of Sports. A significant part of the heads of regional federations are employees of regional budgetary institutions, which indicates a possible more accessible manageability of these associations by the authorities and their formation on the initiative of the state. At the same time, not all survey participants agree with the fairness of the accreditation procedure, which is present at the regional level, as well as at the All-Russian level. And this is taking into account that the survey was conducted by the heads of already accredited regional federations.
Conclusions. The study showed that half of the accredited regional sports federations would like to see the work of the regional ministry with them more active. Within the framework of the study, recommendations were formulated to improve the interaction of sports public organizations and authorities. These include:
– development and publication of local acts, at the level of regional ministries, defining the principles and methods of interaction between public associations and authorities, specifying the rights and obligations of both parties;
– conducting training seminars and conferences with representatives of sports federations by the Ministry of Industry;
– development by the Ministry of Sports of the Krasnodar Territory of criteria for accreditation of regional federations jointly or with the participation of All-Russian federations in sports.
