Objective of the study was to identify the degree of scientific validity of the changes made to the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO) (hereinafter referred to as the GTO complex), by Decree of the Government of the Russian Federation of January 17, 2023 No. 33 and by order of the Ministry of Sports of the Russian Federation dated 02/22/2023 No. 11.
Methods and structure of the study. Methods of analysis and synthesis, content analysis of textual and digital information of changes made to the GTO complex were used.
Results and conclusions. An analysis of the proposed changes in comparison with the standards in force from 2014 to 2023 indicates that these changes are chaotic, far-fetched and have no scientific basis. The basis for this statement is the neglect of the authors of the updated regulatory requirements of the GTO complex for the principles of establishing equivalent difficulty standards for each level (age group) and in each type of test. Such criteria were developed by scientists of the Soviet Union back in the 70s of the last century and were used in the scientific justification of the GTO complexes of 1972, 1985, 2014. The introduction of conditions for meeting standards within 5-year age gradations, and not 10-year-olds, for the adult population is a progressive solution that is long overdue and will stimulate an increase in the physical fitness of citizens and involve them in meeting standards. However, this solution is not new, because Such age gradations for meeting GTO standards were used in the GTO complexes of 1972 and 1985.

Keywords: GTO complex, tests (tests), standards, scientific validity.
