Objective of the study was to identify factors in the development of the system of additional physical culture and sports education for children with special educational needs in the Republic of Kazakhstan.
Methods and structure of the study. To identify factors hindering the popularization of physical education and health activities among children with health problems, a survey of their parents and guardians was conducted. The survey involved 224 people.
Results and conclusions. Factors in the development of the system of additional physical culture and sports education for children with special educational needs in the Republic of Kazakhstan are territorial accessibility and social partnership. Territorial accessibility is achieved through the introduction of an integrated approach in the organization of physical culture and health and sports activities, subject to the ratio of the contingent of children: at least 60% of children with special educational needs, but with intact intelligence, no more than 30% of children with mental disabilities, at least 10 % of typical children. Financial support for the organization of physical culture, health and sports activities allows children with special educational needs to attend them free of charge and is implemented through social partnerships, grants and private donations.

Keywords: system of additional physical culture and sports education, children with special educational needs, territorial accessibility, financial support.
