Grassroots sports: progress barriers and promises

Abstract
Objective of the study was to analyze grassroots sports in Europe and Russia with their progress barriers and promises and the institutional and practical provisions for progress.
Methods and structure of the study. We analyzed, for the purposes of the study, 50 study reports and statistical materials with reference to the key grassroots sports progress aspects in Europe and Russia.
Results and conclusion. The theoretical analysis made it possible to overview progress of the European grassroots sports with their special present focuses on the senior age groups. The Russian grassroots sports progress was found different in the following aspects: still insufficient funding; understaffing; and little popular interest in the local sports services. The study demonstrates the need for the national institutional and practical provisions for the grassroots sports being improved in the following key domains: funding; grassroots sports institutions; popular grassroots sports / local sports toolkits; grassroots sports management system; grassroots sports leadership; grassroots sports popularizing/ advocacy initiatives; and the grassroots sports progress benchmarks and forecasts.
