Legislative and Practical Aspects of Countering Extremism in Sports: the Experience of Serbia

Objective of the study was to analyze practical experience, progress and benefits of Serbia's system of countering violent extremism in sports.
Methods and structure of the study. We used the following criteria offered by the UN Office on Drugs and Crime to analyze the system of countering extremism in sports applied in Serbia: space security; social inclusion; education; individual/group resilience; and youth empowerment.
Results and conclusion. The space security concept implies an institutional security system for event attendees, covering relevant physical specifications
of the secure space in psychological, socio-cultural and political terms, including atmosphere of trust, friendliness, hospitality, as well as rejection of violence, discrimination, hostility, harassment, discord and alienation. Initiatives and projects of countering extremism in sports in Serbia are still insufficiently efficient in terms of the five UN criteria, whilst extremism in sports is still tackled mostly by means of criminal legislation. Efforts aimed at primary prevention of extremism in sports focused on school and young fan communities are non-systematic. Most of the projects initiated by the Ministry of Education, municipal police departments, schools and nongovernmental organizations are limited in scope and time. The local football clubs still appear unprepared to decisively contribute to initiatives aimed at countering extremism in sports.
