Organizational and managerial model to support regional sports volunteer movement

Objective of the study was to substantiate the content of the organizational and managerial model for supporting the sports volunteer movement in the region and the evaluation criteria system.
Methods and structure of the study. The study was conducted on the basis of the Student Headquarters of 2019 Universiade (Omsk Region) in the period from September 2017 through April 2019. We implemented a program of training of sports volunteers for the upcoming sports events of various levels; the sports volunteers were selected based on the specially developed individual profiles. The organizational and managerial model for supporting the volunteer movement in the structure of management of the physical education and sports sector was tested in the period from 2018 through 2019 in the Ministry of Youth Affairs, Physical Culture and Sports of the Omsk Region.
Results and conclusions. The analysis revealed that at present, volunteering activities and their relationship with different subjects in the region are not structured. It is proposed to develop such activities using the organizational and managerial model for supporting the regional sports volunteer movement, which consists of three interconnected subsystems. The work presents three scenarios for the development of the volunteer labor market in the physical education and sports sector. We developed a system of indicators and performance criteria for the model. As a result of the study, the organizational and managerial model for supporting the sports volunteer movement in the region and the criteria for its evaluation were substantiated, and possible scenarios of interaction in the volunteer labor market were presented.
