Background. It was in the late 20th century that human resource was ranked with the key economic progress factors worldwide. T. Schulz (USA) was awarded the Nobel Prize in 1962 for the theory of human capital, and A. Sen (USA) in 1998 came up with a human potential development theory with a human development index calculation method for specific population groups [1] based on the population-specific life expectancy, education level and annual GDP per capita. This method has been actively used for the last decade by the UN to rate the country development levels the world over. In 2017, for example, the Russian human development index was estimated at 0.83 points equivalent to 43rd place on the global development list. Many economists and government agencies are widely applying this index to rate the country development process management efficiency. It should be mentioned, however, that human development index has no direct correlation with the individual life agendas in the population groups, nor motivations for the self-development and improvement initiatives.

Objective of the study was to analyze benefits of a human psychophysical potential quantification concept based on the standard health/ physical fitness rating tests.

Methods and structure of the study. We used for the purposes of the study a logical and theoretical analysis of the basic personality traits in psychophysical potential; a systemic activity-prioritizing approach; mass survey of more than 750 thousand people in the period of 2002-2019 with application of a Health Navigator Technology followed by a statistical data processing, analysis and quantification.

Results and discussion. Total human potential of a population group may be defined as the summarized human potentials of its individuals. Most valuable elements of an individual status are health resource, physical capacity, cultural and educational levels and professional qualification. Personality psychophysical potential viewed as the key concept herein refers to the currently available individual physical and nervous energy resource that may be employed for specific life goals. The vital energy stock is closely associated with the concept of human working capacity i.e. the testable individual ability for intense psychophysical actions that mobilize many bodily physiological systems.

Tests may be successful only when a tested individual is well motivated for and interested in the age-specific psychophysical potential tests. As found by the practical experience, adults are most interested in health and immunity tests to know own exposure to the premature somatic diseases; whilst young people rank highest muscle strength, agility, sport-specific motor skills and physical endurance building resources directly indicative of the individual health reserves. These motivations should be prioritized by the mass psychophysical health test systems, with the test data made available to the people in a most appropriate and understandable format.

The above concept was applied by a research team from the Institute of Biomedical Problems of the Russian Academy of Sciences in its project to develop the Health Navigator Technology approved by the RF Ministry of Health in 2006 [2]. The Health Navigator Technology includes 6 psychophysical tests generating 18 test rates used to quantify the individual functionality (health reserves) and key personality psychophysical qualities. The notion of feature refers to the natural inborn individual traits, while the notion of quality refers to specifics ratable by people. The test rates produced by the Health Navigator Technology are compliant with the law of normal distribution (Gaussian distribution), i.e. measurable on a single-dimension scale and translatable into relative units (points) [3].

The tests generated among other things heart rate, blood pressure and anthropometrics as the current age-specific health characteristics. The psychophysical tests require the tested person mobilizing attention for fast virtual modeling of the upcoming movements, effective control of the muscle groups and willpower in the endurance tests till muscular failure. The test data made it possible to simultaneously rate muscle group strength, endurance, motor dexterity, personality psychophysical qualities and psychophysical potential mobilizing motivations: see Table 1 hereunder.

Mass Health Navigator Technology tests of more than 750 thousand people in 2002-2019 [4] made it possible to clarify the age ranges for the test indicators and substantiates the rating scales for 18 indicators. The Health Navigator Technology system gives a special priority to the individual biomedical and mental health as a basis for healthy lifestyle and mental and physical fitness.

Given on Figure 1 hereunder are the individual test data including the actual and ideal 18 test rates indicative of the biomedical and neuropsychological health; with these 18 test rates altogether being provisionally characteristic of the individual psychophysical potential that equals 2.9 points in this particular case. For the final and more accurate psychophysical potential rating, the test data should be complemented by cultural and educational levels and professional qualification. Special test scales with the relevant ‘weight classes’ for these individual credentials still need to be finalized. As far as the students’ education levels are concerned as one of the psychophysical potential elements, they may be assumed as corresponding to the academic progress rates at school or university; whilst the cultural level should be rated using a wider range of criteria that still need to be offered and quantified [5].

Conclusion. One of the key missions of the national educational system is to form a high individual culture and help mobilize the individual physical and mental resource for successful professional service. Biomedical and mental health test rates dominate in an individual psychophysical potential to form a basis for successful learning, high working capacity and self-fulfillment agenda. The widely accessible standard psychophysical tests make it possible to independently rate the individual psychophysical qualities and physiological resources of every bodily system to effectively prevent premature chronic diseases for good working capacity and active and creative longevity.

Abstract

Objective of the study was to analyze benefits of a human psychophysical potential quantification concept based on the standard health/ physical fitness rating tests.

Methods and structure of the study. The authors used for the purposes of the study a logical and theoretical analysis of the basic personality traits in psychophysical potential; a systemic activity-prioritizing approach; mass survey of more than 750 thousand people in the period of 2002-2019 with application of a Health Navigator Technology followed by a statistical data processing, analysis and quantification.

Study results and conclusions. The mass health examination conducted in the period of 2002 through 2019 (which involved more than 750 thousand people) using the software and information complex "Health Navigator" enabled us to identify the ranges of age-specific rates and substantiate the rating scales in terms of 18 indicators. Within the "Health Navigator" complex, the main focus was on the subjects' biomedical and mental states - the basis of human vital, mental and physical activities. The pooled data obtained at this stage were roughly equated to the data on the subjects' psychophysical potential. The final and more accurate assessment of man's psychophysical potential should be based on the valid quantification of the cultural and educational level and professional skills. The development of the scales to rate these properties and determination of their "share" in the assessment of the psychophysical potential of people of different age groups are still pending.

The widely accessible standard psychophysical tests make it possible to independently rate the individual psychophysical qualities and physiological resources of every bodily system to effectively prevent premature chronic diseases for good working capacity and active and creative longevity.
