The history of the Physical Education Department (PED) of Novosibirsk State Agricultural University is typical for the mainstream physical education history of the country. It was in 1930 that a Pan-Russian Physical Education Board was established to regulate the national physical education movements and establish physical education teams and communities in the national industrial sectors including those in the national educational system.

The available archive documents show that the former Novosibirsk Agricultural Institute had its Physical Education Department among the other special education divisions by the academic year 1937-38. A special priority at that time was given to the cross-country skiing sport and the programs to meet the state order for GTO Complex Class I and II qualifiers. The first steps in the GTO movement were fraught with a variety of institutional problems – up to the failed state order in 1940 and the high risk of the same failure in 1941. The general governmental policy prioritizing the national defense issues resulted in the physical education at that time dominated by the applied military training service under control of the academic military education departments. This situation remained till 1948 when (in March) the academic physical education departments were granted independence by the Ministry of Education of the USSR Order #116/111.

It was on March 30, 1948 that A.O. Kuzmishchev, Principal of Novosibirsk Agricultural Institute, signed an order to establish the Physical Education Department. It was first headed by V.S. Kopanev, a retired captain and former head of the Soviet military contingent in China, and staffed by only 5 instructors. In 1951 the PED was headed by S.P. Serdyukov who hired many young graduates of physical education institutes to advance the training standards. In 1979 the PED was headed by O.A. Krasilnikov followed by I.A. Nosov, PhD in Pedagogy, in 1981. In the period of 1960-80ies, Novosibirsk Agricultural Institute was proud to have excellent sambo, judo, weightlifting, cross-country skiing and women’s volleyball teams which progress was largely due to the improved sport infrastructure. In the period of 1989-96 the PED was headed by V.M. Akhmaev followed by O.N. Gudkov in 1996-2003; P.M. Ivannikov in 2003-2005; and A.N. Vasilyev, Rifle Shooting Master, in 2005-2017. Since May 2017 till now the PED has been headed by A.A. Gladysheva, Associate Professor, PhD in Pedagogy.

The PED is presently staffed with 14 educators including World Class Master of track and field sports; Masters in biathlon, cross-country skiing, rhythmic gymnastics and boxing; Candidate Masters in track and field sports, figure skating, tourism, acrobatics, dancesport; a top-class coach in track and field sports; and Class I-III former athletes and physical education activists.

Presently the Physical Education Department of Novosibirsk State Agricultural University is proud of its sport assets including the Greco-Roman wrestling gym; Urozhay Ice Hockey Club; ice hockey playground; outdoor futsal and volleyball playgrounds; table tennis hall; pneumatic shooting range; darts hall; rifle shooting range; gym; match hall; stadium with stands nearing completion; “Kirza” Recreation and Training Center; and equestrian center in Tulinsky village.

The PED faculty pursues the determined policies and practices to improve the educational system and infrastructure for progress of the student health standards. The PED training services are designed on a competency-building basis, with 13 elective sport disciplines offered to the students under the academic Physical Education curriculum to facilitate their athletic progress, including: track and field sports, traditional body conditioning, cross-country skiing, skating, football, volleyball, basketball, powerlifting (athletic gymnastics), sambo, darts, Nordic walking, health gymnastics and table tennis sports.

The PED faculty actively cooperates with the Physical Education and Sports Board of NSAU headed by Professor S.K. Vyshegurov; and the Sport Club of NSAU reporting to the Board and headed by A.N. Vasilyev, SC Director, and N.A. Golubeva, SC Manager. Presently the Sport Club serves 24 sport groups of more than 500 NSAU students and staff members including one Honorary Master of Sport, 6 World Class Masters of Sport, 39 Masters of Sport, 98 Candidate Masters of Sport and more than 300 Class I-III athletes.

For this period the University has trained quite a few elite athletes who have been successful in the national and international competitions. In 2016-17 the University was nominated the best university of Novosibirsk region in the physical education and sports promotion domain. Presently at least 15% of the NASU student population has formal sport qualifications. The athletes who deserve being mentioned among the renowned leaders of the NASU sports are: V. Reshetnikov, XXX Olympic Games competitor, World, European and Russian Champion in fencing; and S. Fedosienko, many times European and Russian Champion, 12-times World Champion, Honorary Master of powerlifting and Sport Club trainer; R. Vlasov, two-times Olympic Champion, Honorary Master of Greco-Roman wrestling; E. Karbolina, WCMS, and Y. Obvintseva, MS, silver medalists of the European Fencing Championship, students of the State and Municipal Governance Department of NASU; Y. Butenko, WCMS, World and European Champion in kettlebell lifting, student of the State and Municipal Governance Department of NASU; E. Gridchina, MS, European Arm-wrestling Champion, student of the Engineering Institute; and A. Sorokin, WCMS, two-times World Champion in powerlifting, Sport Club trainer.

The Student Sport Club “Mezhdunarodnik” contributes to the NASU health and mass academic spots advancement policies and the GTO Complex reinstatement initiatives. Based on the sport progress statistics for the period of 2012-17, the NASU was ranked with the top three universities reporting to the Ministry of Agriculture of Russia.

Abstract

Subject to the historical analysis is the foundation and progress of the Physical Education Department (PED) of Novosibirsk State Agricultural University in the context of its role and contribution to the regional sport sector progress. The history includes success stories of the PED founders and leaders in the context of the PED evolution in the period of 1948 to 2018.

A special priority in the analysis is given to the PED and university contributions to the progress of the regional, national and global sports in the context of the elite academic sports encouragement policies. Presently the Physical Education Department of Novosibirsk State Agrarian University is proud of its sport assets including Greco-Roman wrestling gym; “Urozhay” Ice Hockey Club; ice hockey playground; outdoor futsal and volleyball playgrounds; table tennis hall; pneumatic shooting range; darts hall; rifle shooting range; gym; match hall; stadium with stands nearing completion etc.

At this juncture the PED faculty is well staffed with top professionals in the core academic sports including ice hockey, football, basketball, cross-country skiing, polyathlon, powerlifting, darts, track and field sports, Greco-Roman wrestling, judo and sambo.
