Physical education and academic sports in new socio-economic national situation: modern vision and growth points

Background. It is natural that socio-economic transformations are always associated with revisions of the social missions and operations of the existing social institutions on the whole and the physical culture and sports sector institutions in particular.  

Objective of the study was to analyze the academic physical education and sports system progress in the context of the ongoing reforms in the national academic educational system of the Russian Federation.

Study results and discussion. For an academic physical education and sports system being efficient and progressive, every its element should be advanced, with the academic physical education and sports system designed to operate as the “complex, integral, self-management evolutionary system with its relevant controlled and uncontrolled processes”.

Physical sub-domain of the above system includes the motor activity field and its physical actors.

Sociogenic sub-domain of the system may be described as the cluster of relevant political, legal, economic, cultural, educational, informational and ethical sub-domains; with the physical education and sports field being determined by the relevant chronotype. 

Political domain is designed to secure high quality of the public and private control of the physical education and sports system via progress in the interdepartmental cooperation of the relevant government agencies with self-management institutions and their reporting systems, with a special emphasis on the non-governmental academic sport entities to effectively mobilize their resource for the academic physical education and sport system progress.

Legal domain is responsible for the permanent, relevant and proactive progress of the legal and regulatory framework for the academic physical education and sport system operations via new legal and regulatory initiatives and amendments to the existing legal provisions for the relevant higher education establishments. It should be recognized that a real breakthrough was made in the sector for the last two years propelled, among other things, by the following two important regulatory documents: “Methodological Recommendations for Progress of Academic Sports” (2016) approved by the Ministry of Sports and Ministry of Education of Russia; and the “Academic Sports Development Concept of the Russian Federation for the Period up to 2025” approved by the Ministry of Sports Order #1007 of 21.11.2017.

Economic domain is responsible for the academic sports system improvement mechanisms involving the relevant economic toolkits of the federal, regional and municipal government budgets; public-private partnerships (PPP); and the increased contributions from the relevant off-budgetary sources of finance for progress of the academic sport system.

Educational domain is responsible for the theoretical and practical provisions for the academic sport system operations based on the following: accumulated theoretical knowledge and practical experience of the academic sport system; efforts to facilitate activities of the relevant research teams, practitioners and expert communities to wider implement innovations in practical operations of vocational and higher education institutions and non-governmental university sport entities; initiatives to promote modern physical education in the national academic sports system with due updates in the relevant specific Federal State Education Standards (FSES) regulating the physical education and sport services; efforts to test and advance the theoretical and practical competencies in the academic physical education and sports sector; step up the education service quality in the relevant physical education and sport disciplines/ modules; advance the academic inclusive education technologies etc.

Informational domain with its mission to advance the informational provisions for the academic physical education and sports by means of special radio- and TV broadcasts to: promote university sports via the advanced cooperation of the academic sport entities with the mass media organizations including the university press; help design and promote special interactive products in the academic physical education and sports system to facilitate progress of the relevant professional and youth communities; advance mass sports and encourage sport events in many fields with a special priority to the relevant academic locations – so as to improve the quality of mass sports in vocational and higher education establishments; design new education concepts and programs to facilitate progress of academic sports in every region of the Russian Federation; and standardize and systematize cooperation of the academic sport leagues in every sport discipline.

Motor activity sub-domain refers to sport events viewed as the key contributors to the competitive specialist training process with a special emphasis on the professionally valuable physical and mental qualities building aspects; and with the role of academic sports in the mass sports and competitive sport training systems being advanced.

Physical recreation domain is geared to advance the health improvement and recreation services for students via the existing health improvement and recreation (sanatoria) assets and technologies being developed and managed on a more efficient basis by their holders including the relevant vocational and higher education institutions, regional and municipal governments in the Russian Federation; due interdepartmental recommendations being worked out to advance the academic health improvement programs of the relevant vocational and higher education institutions; and to provide high-quality medical service to academic physical education and sport activists using the relevant innovative test/ examination/ express diagnostics systems.

Cultural domain is designed to: advance spiritual, ethical and patriotic education in the academic sports system with the relevant education programs for university students being offered with an emphasis on the academic sport history issues and success stories of the leading national athletes; increase the role of the academic sports in the international policies pursued by the Russian Federation to step up the national sports competitiveness on the global arenas; promote competitions in the national/ ethnic sport disciplines; support  the projects to secure due succession and traditions in the national academic sports; and to prevent/ control all forms of discrimination and racism in the system.

Conclusion. The growth points of the national academic physical education and sports system, as outlined by the study, may secure further growth and success conditional on at least the following:

  • Regular national contests of the academic physical education and sports system management programs designed by different education establishments; and
  • Due mechanisms to support public-private partnerships to: develop the university sport infrastructure and facilities; provide high-quality physical education and sport services; and promote student competitions, particularly those listed with the Consolidated Calendar Plan of the Regional, National and International Physical Culture and Sport Events and Competitions.

Abstract

Presently the national physical culture and sports sector is in need of new progress landmarks in view of the growing information flows, new breakthrough technologies and the increasing priority given to the humanitarian aspects in the sector processes. The study highlights the growth points in the national physical culture and sports sector classified by the relevant domains. Thus in the political domain: the public and private service management quality in the sector shall be improved with a special emphasis on the interdepartmental cooperation efficiency improvements in the system of national government agencies, local government bodies and their reporting offices. In the legal domain: the legal and regulatory framework for the sector progress needs to be improved on a permanent, relevant and proactive basis, with the valid regulatory provisions being revised and new provisions offered to effectively control the progress of the relevant vocational and higher education establishments. In the economic domain: the university sports financing mechanisms shall be improved with the financial performance improvements i.e. the improved cost efficiency of the existing budgetary (federal, regional and municipal) sources of finance; public-private partnerships (PPP) shall be promoted in the sector; and the university sport financing shall be increased for account of the off-budgetary sources. In the education domain: the theoretical and practical provisions for the university sports shall be improved; physical culture in the academic system shall be in higher priority; the inclusive education technologies shall be implemented on a growing scale; and the students’ socializing mechanisms shall be advanced.
