Practical shooters' training system: quality rating system design

The article overviews the quality rating system design in application to the Russian practical shooters’ training system reports, with detailed consideration of the quality rating mechanism and practices in the pilot stage of the experimental rating study. Considered and grounded in the study are the key rating criteria, their groups, indices, and the rating system application practices and methods with the study mechanism and cases that necessitate such ratings. The proposed rating system gives the means to rate, on a multisided and reasonably fair basis, the practical shooters’ training system efficiency in the Russian Federation, the rating system being fully compliant with the relevant requirements to such systems applicable in the national physical culture and sports sector. The proposed rating system allows to profile, among other things, changes in the objects and subjects of the training system and the processes pivotal for the missions and goals of the latter being attained.
