Adaptive physical education development: Russian and foreign experience

The paper briefly describes adaptive physical education development in Russia, Finland and Sweden, historical and modern approaches of adaptive physical education and sports formation, changes in the legislative framework in modern conditions, accessibility of education and physical training for the disabled. Freedom level of disabled people is analyzed. Key problems and solutions are identified. The authors conclude that to succeed in the field of adaptive physical education at the state level it should be necessary to analyze the basic needs, motivations, interests, values and personality traits of people with disabilities and limited mobility. In authors’ opinion, without such analysis it is impossible to synthesize forms, means and methods of adaptive physical education and form the conceptual approach to the disabled people success.
