General pedagogical issues of theoretical and applied Bachelor training within FSES 3+

Introduction. The large scale transition of the Russian universities to the new Federal State Educational Standards of the third generation became an effective mechanism of establishing the modern personnel structure for the purposes of development of all spheres of professional activities, increase of demand for vocational qualifications and competitiveness of the graduates in the modern labor market. Since 2011, the activities in the universities of the Russian Federation are conducted under the Federal State Educational Standard of Higher Professional Education of the third generation (hereinafter referred to as “FSES HPE”); FSES 3+ was approved in 2014.

The purpose of the study was to analyze the theoretical and applied aspects of the new content of the discipline “Physical Education” in the context of the FSES 3+ requirements.

Results and discussion. Modernization of the physical education system for people of different groups and categories, including university students, is among the major objectives of the “Strategy of Development of Physical Culture and Sport in the Russian Federation for the Period till 2020”.

Within FSES, the discipline “Physical Education” is included in the list of disciplines forming general cultural competences (GCC). In the course of the “General Humanitarian, Social and Economic Disciplines” (HSE), the discipline “Physical Education” was running under the standard of the second generation. Within the FSES, “Physical Education” also includes the sector “Applied Physical Education”. Conforming to the general cultural values and principles, physical culture is construed as a fundamental element for acquiring basic concepts of theoretical training; the applied aspect of physical education stands for obtaining means of self-guided physical training, health and fitness exercises, contributing to the maintenance of the appropriate physical fitness level for further social and professional activities. Another significant change in the discipline “Physical Education” is the ongoing introduction of the All-Russian physical culture and sports complex "Ready for Labor and Defense" (hereinafter referred to as “VFSK GTO”). To our recognition, in the long term, the practical results of the VFSK GTO might become the evaluation criteria which comprise a wide variety of indicators from the ones estimating the establishment of general cultural and social competences of future bachelors up to performance ratings of universities. 

For the purposes of the VFSK GTO approval and determination of the students’ physical fitness level at the organizational and experimental stage, the approval tests were conducted in different regions of the Russian Federation. In this respect, the experts from All-Russian Research Institute of Physical Culture and Sport carried out tests based on the selected parameters and exercises in the Federal State-Funded Institution of Higher Professional Education “North-Eastern Federal University”; the subject group, aged between 18 and 29, performed exercises according to the standards, the results being given in Table 1.

The obtained results of the test exercises performed by the students of 18-24 years of age (6th level) revealed a considerable difference between maximal and minimal indicators: male students showed the high average for the two test exercises. The results of the test exercises “Pull-ups on horizontal bar” and “Standing long jump” corresponded to that of the silver badge results; the average results of three out of four exercises performed by female students (“Pull-ups on horizontal bar”, “Standing long jump”, “Crunches”) did not meet the minimal requirements. However, the average of “Press-ups” exercise corresponded to the silver badge GTO standard.

Conclusion. The analysis of the FSES requirements for the educational process on the discipline “Physical Education” and the results of the test exercises according to the GTO-2014 standards revealed the following key moments related to general education:

1. The content analysis for the discipline “Physical Education” and the pilot pedagogical test results according to the GTO-2014 standards among the students from North-Eastern Federal University named after M.K. Ammosov proved the necessity for establishing an integrated educational and systematic complex as consistent with FSES requirements, conforming to the purposes of theoretical and applied aspects of educational activities.

2. The theoretical aspect of the discipline “Physical Education” requires introducing modern evaluation tools and courseware.

3. The study results on the students’ ability to reach the VFSK GTO standards prove the necessity for modifications of the structure, content and organization of the course “Applied Physical Education”:

- we believe, one of the causes of the unsustainable results is too many people studying in one group (40 to 60 students per group), which prevent the PE teacher from designing and controlling an individual plan of exercises for every single student, implementing specific sets of exercises, appropriate consultation and monitoring students’ physical activity. The number of students per group should be reduced according to the set standards of the student-teacher ratio depending on students' physical fitness, personal preferences in sports and physical exercises.

The university system of the Russian Federation have long lacked the integrated physical culture and sports complex based on surveillance study, geared to determine students' physical fitness levels before and after the academic year. Such a gap in regular physical training sessions had an impact on the methodology and quality of arrangement of the educational process on the discipline “Physical Education”;

- the results of the exercise tests performed by the students according to the VFSK GTO standards would provide an opportunity to obtain more accurate, objective and informative characteristics of the students’ physical fitness and development, the quality of teaching the discipline “Physical Education”, the level of general cultural competences formation (GCC - 8); 

- the detected gap in arrangement and organization of physical training of students is connected with the poor facilities and resources in universities, which means the lack of premises and facilities for speed skating, jumping exercises, cross country running and the lack of specialized equipment.
