Abstract
Objective of the study is to develop and test a model of the management of the creation and development of a municipal (regional) system of digital sports. Methods and structure of the study. Theoretical analysis of the scientific-methodological literature; a case study of the managerial decisions of 2017-2026 in the creation of a system of digital sports in the Surgut District of Khanty-Mansi Autonomous Okrug – Yugra; modelling. Results and conclusions. The normative-legal institutionalisation of digital sports in Russia (from the recognition of computer sport in 2016 to the updated federal standard for phygital sport effective from 1 January 2026) outpaces the development of managerial models of the creation of territorial systems. A management model is proposed, based on physical-health-improving and sports-competitive directions, the centralisation of quality with the decentralisation of access, eleven levels of maturity and eight functional contours. The model was tested on the basis of the Surgut District (2017-2026) and made it possible to formulate a formula of territorial development: interest → pilot → regularity → methodological centre → network → sports vertical → phygital → research → institution → replication → SportTech.
