Abstract

Objective of the study is to substantiate the technology of interaction of the sectors of IPEC that takes into account sectoral specifics. Methods and structure of the study. For the empirical substantiation of the problem, an anonymous questionnaire survey was conducted of 48 employees of eight key subdivisions of a sports university. To verify the technology, the method of expert assessments was used (a two-round Delphi survey with the participation of 12 foreign experts). Results and conclusions. The questionnaire survey showed that only 27% of the respondents clearly understand their zone of responsibility, 73% record a duplication of tasks, and 61% note insufficient coordination. In response to this, a pedagogical technology of network collaborative interaction was developed, including seven functional sectors. A mechanism of ‘technological routes’ and a heterarchical management model that makes it possible to delegate powers are proposed. The expert assessment confirmed the high logicality of the model (8.7 out of 10), the consistency of the experts’ opinions (W=0.78) and its ability to eliminate departmental disunity.
