Merging federations – "tightening the screws" or focusing on global experience?

Introduction. The study analyses the trend towards the unification of All-Russian federations by sport. It reveals similarities in the structures of the updated All-Russian and international federations.
The aim of the study is to identify current trends in mergers and the prospects for the functioning of All-Russian sports federations on the basis of theoretical analysis.
Research methodology and organisation. A comprehensive analysis was conducted between October 2024 and March 2025. Publicly available resources from the Ministry of Sport of the Russian Federation, international sports federations, and the International Olympic Committee were studied. A survey of some leaders of regional sports federations was conducted.
Research results and discussion. At the end of March 2025, the register of accredited all-Russian sports federations listed 117 organisations developing 129 sports, while in mid-2024, 118 accredited organisations were developing 122 sports. In the international arena, with the maximum coverage, 135 sports associations operate, including regionally oriented organisations such as the International Sepaktakraw Federation and the International Dragon Boat Federation.
Conclusions. It is obvious that the Russian system of sports associations is ‘overheated’ in terms of its quantitative representation. At the international level, many federations coordinate activities in several sports, and this trend has recently been reflected in our country as well. The new Russian Minister of Sport, who is now also the president of the ROC, believes that federations will continue to merge.
Meanwhile, not all leaders of sports associations share the minister's positive view. Some respondents believe that the changes will lead to a reduction in funding for less popular sports, while others anticipate difficulties in the freedom to manage sports and a more rigid management structure associated with the de facto merger of the functions of the executive branch and public organisations.
