Dynamics of changes in resource allocation in physical education and sports sector

Objective of the study was to identify the correlation between the number of people involved in physical training and sports activities in different regions of the Russian Federation and the corresponding resource allocation in the region, as well as the factors that inhibit the growth in the number of those involved.
Methods and structure of the study. For the study purposes, we used the statistical materials "Sports and Fitness Development Indicators" for 2016, 2017, and 2019 placed on the website of the Ministry of Sports.
Results of the study and conclusions. In 8 federal districts and 85 constituent entities of the Russian Federation, the statistical indicators in terms of the number of people involved in physical training and sports activities, extent of the industry financing, personnel per resident, as well as the availability of sports facilities turned out to be insufficient to meet the targets set by the State program in all regions of the country. The indicators of resource allocation per resident differed significantly in a number of entities (up to 10 times in absolute value). Over a space of four years (2016-2019), out of three factors, only one - the availability of sports facilities - tended to have a direct positive impact on the number of those involved.
So far, the other two factors - financing per resident and the number of residents per one employee in the physical education and sport sector - irregularly correlate with the number of those involved in physical training and sports activities. The first steps may be to increase the resource allocation in a number of entities with minimal rates; improve the throughput capacity of sports facilities primarily through regular physical training and sports activities; assess the structure of the industry professional human resources and search for means to motivate the personnel in order to improve their performance.
