Background. Despite the growing international tension and political disagreements, we should acknowledge some progress in the global physical education projects as demonstrated, among other things, by activities of the European Physical Education Federation (FIEP, FEDERATION INTERNATIONAL EDUCATION PHYSIQUE) established in 1923 to promote the best international experience in the physical education service domain. The relevance of this study is stipulated by the need to demonstrate the positive international integration experience, mutually beneficial cooperation between Russia and a reputable international organization in the field of physical education, which may be useful for international cooperation in other types of physical culture.

Objective of the study was to identify and characterize the main stages of development of interaction between Russia (the Russian delegation) and the European Physical Education Federation from 2011 through 2019.

Results and discussion. The analysis of the work of the European FIEP has made it possible to identify three stages in the Russian delegation’s activity as part of this international organization for the specified period of time (see Table 1).

Participation at the 7th FIEP European Congress

2012

The certificate of the national delegate of the Russian Federation in FIEP was awarded to F.I Sobyanin, that of the national delegate assistant - to L.V. Drill; making a report.

University of Lille, Barcelona (Catalonia in Spain). The final resolution of the Congress approved the generic term "Physical Education" at the suggestion of the delegate of the Russian Federation.

2016

The Russian delegation offered the first proposals to the National Delegates Assembly.

A decision was made to include the Russian delegation in the FIEP Europe sector "History of Physical Education in Europe" for translating abstracts of the journal "The Physical Education and Sport Through the Centuries" into Russian. Publication of the monograph "Football in Europe".

Stage 3. Participation in the large-scale international projects with support from FIEP.

3.1

Participation at the 12th FIEP European Congress

2017

Publication of the monograph "Basketball in Europe". The Russian delegation proposed to implement a research project under the auspices of UNESCO with the participation of Russia.

The University of Luxembourg. "Tulin’s Award" was granted to L.V. Buraya.

3.2

Participation at the 13th FIEP European Congress

2018

The Russian delegation made a proposal to adopt Russian as another working language of FIEP Europe. Issue of the monograph "Volleyball in Europe". Organization of the official visit of the FIEP Europe President Branislav Antala to Russia.

At the first stage, there was an active introduction into the FIEP structure and functions by studying them at the website, in correspondence with the FIEP Europe President Branislav Antala, as well as with the colleagues from Serbia, Slovakia, Poland and some other countries. For the first time ever, the Russian representatives took part in the FIEP European congresses and collective monographs publishing projects. As far as the theory is concerned, special mention should go to the experience of making reports in congresses, developing the revised "Charter of Physical Education", approving the generic term "Physical Education" [1]. On a practical level, it was the organizational work, promotional activity, scientific and methodical work in Russia and Serbia together with the inventor of the new sports game "Yadzhent" Yanko Pavlis that were the most valuable. The fact that "Tulin’s Award" was granted to the representatives of the Russian delegation I.N. Nikulin and N.I. Poklad at the 2014 FIEP European Congress in Bulgaria can be considered a definite outcome of the work and its recognition.

The second stage was characterized by the high growth rates of the publication activity of the Russian delegation and its entry into the functional structures of the organization. Among the important substages were: the nomination of the Russian delegation representatives to the editorial board of the new scientific journal "The Physical Education and Sport Through the Centuries" [1, 2] published by FIEP Europe and being now prepared for introduction into the Scopus database; working as an expert in the international project "Born to Move" (2014-2015); participation in the writing of the two-volume electronic monograph "History of Physical Education in Europe" in English. At this stage, for the first time ever, the active participation of the Russian delegation began to manifest itself in addressing the National Delegates Assemblies and making concrete proposals to the organization. It is at this stage that the systematic work of our delegation in FIEP Europe began, including editing "The Physical Education and Sport Through the Centuries" Journal, translating abstracts of journal papers into Russian, annual participation in the collective monographs publishing projects to analyze the progress of many sport disciplines. The first monograph – "Football in Europe" was prepared in 2016 [3].

The third stage started in 2017. A notable feature of the new stage was that the Russian delegation searched for opportunities and laid the groundwork for inclusion in major international projects and grants. It was characterized by the fixation on large-scale international collaborative project, gradual expansion of the Russian delegation and strengthening of the normative framework to promote cooperation. The most interesting and promising acts at the early third stage were: approval of the proposal to adopt Russian as another working language of the organization in the 2018 National Delegates Assembly (Istanbul); the first official visit of the FIEP Europe President B. Antala to Russia (Belgorod, 2018); conclusion of a cooperation agreement between FIEP Europe and the National Research University "BelSU"; tentative agreement on the inclusion of the Russian delegation in the new project under the auspices of UNESCO; initiation of work on the international physical education vocabulary in six languages; initiation of the first collaborative study under the grant of the National Research University "BelSU" involving foreign colleagues working within the framework of FIEP Europe.

Conclusion. The available experience of the Russian delegation as part of FIEP Europe shows that, presently, there are promising opportunities for broad international cooperation in the field of physical education. Over the past decade, the Russian delegation has become increasingly involved in active and systematic work at FIEP Europe. There are certain achievements, new projects and prospects, which are not only useful for the development and improvement of physical education in Russia, but also prestigious for maintaining the international status of our country.

Abstract

Despite the growing international tension and political disagreements, we should acknowledge some progress in the global physical education projects as demonstrated, among other things, by activities of the European Physical Education Federation (FIEP, FEDERATION INTERNATIONAL EDUCATION PHYSIQUE) established in 1923 to promote the best international experience in the physical education service domain. The article analyzes the key stages in the Russian delegation’s activity in the period of 2009 through 2018. First stage is the experience accumulation period when the primary contacts were established to launch the joint international research projects and expert examinations, when the Russian delegates’ contribution was acknowledged by first awards. At the second stage, the Russian delegation gave a special priority to its contributions to every FIEP operation including nominations to the editorial board of ‘The Physical Education and Sport Through the Centuries’ Journal and collective monographs publishing projects to analyze the global physical education history and progress of many sport disciplines. The early third stage shows the growing role, authority and commitment for a closer international cooperation of the Russian delegation in FIEP – always prepared to contribute to the large-scale research projects under the auspices of the leading global non-governmental organizations.
