Background. Physical Education Department is one of the leading and fast progressing units of the Physical Education Department of Mordovian State Pedagogical Institute named after M.E. Evsevyev reportedly has trained above 4.5 thousand Physical Education and Sport specialists for its history to operate nowadays as the single education, research and methodological center of the Mordovian Republic – that trains the Physical Education and Sport and Life Safety specialists, with its student population exceeding 800 including the local residents and people from many other Russian regions and newly independent neighboring states. The Physical Education Department education service is based on a practice-prioritizing approach to effectively build up knowledge and skills of the future Physical Education and Sport specialists. The service quality is guaranteed by the modern equipment, facilities and highly experienced faculty of the Physical Education Theory and Practice, Life Safety, Physical Education and Sports sub-departments [4] including 3 Doctors of Science and 24 PhDs, honored Physical Education and education service specialists, talented trainers and top professional sport managers. The academic education service ensures inflow of highly professional human resource into the national physical education system (preschool, school, academic education establishments, sport schools and clubs) with the practice-prioritizing-approach-driven Physical Education Department service giving a special priority to the modern networking formats to train healthy and physically fit new Russian generation [2].
Objective of the study was to analyze the Mordovian State Pedagogical Institute Physical Education Department progress in the Physical Education and Sport specialist training facilitated by the modern networking cooperation methods.
Results and discussion. The Physical Education Department of Mordovian State Pedagogical Institute has been successful in its specialist training and children and youth sport development missions due to the harmonized theoretical and practical education components, well-developed innovative assets and equipment and efficient personnel management policies and practices. Its assets include lecture hall and laboratory buildings with spacious classrooms equipped with multimedia systems; research laboratories; Regional Physical Education/ Healthy Lifestyle Research and Practical Service Center - that runs the athletes’ functionality and physicality tests; modern sport gyms; gymnastics gym; martial arts gym; "Fitness University" Health Sports Center equipped with modern training machines and accessories to secure fast progress in sports; “Olympiyskiy” Sports and Fitness Center that includes 20 sport venues (‘sectors’) including a football field, ice hockey box, tennis courts, volleyball, basketball, futsal playgrounds etc. The sport venues are designed for practical trainings, competitions in many disciplines including distance runs, marathon competitions, relay races, hurdles, long jumps, high jumps, pole vaults, shot puts, javelin throws etc. Furthermore, the Sports and Fitness Center offers a combat/ fire-service obstacle courses; a climbing wall for competitive tourism/ mountaineering practices; a set of outdoor workout training machines and equipment (horizontal and parallel bars, stairs etc.) with a playground (since workouts are getting extremely popular nowadays) – and modern GTO Complex facilities. It is due to these facilities that the Physical Education Department not only remains the sole university in Mordovia that trains Physical Education and Sport specialists but also runs a Republican GTO Complex Test Center as the only regional operator.
The highly skilled and experienced Physical Education Department faculty gives special attention to the innovative physical education and health technologies to facilitate practice-prioritizing education of the future Physical Education and Sport specialists [3]. Modern networking methods are prudently applied by the Physical Education Department management to improve the Physical Education and Sport specialist training and advancement education services including continuous education courses, internships, training camps, practical workshops, discussion groups, pedagogical workshops etc. Success of the networking training models in the best experience accumulation and sharing is secured by the kind contributions from the leading Physical Education and Sport scientists, renowned coaches and sport celebrities to effectively apply the internationally recognized training methods.
A special role in the efforts to improve the Physical Education and Sport specialist training service is played by the integrated education, research and practical activities [5] with a special emphasis on the new Physical Education and Sport research technologies, experiences and developments of the research and coaching teams. The networking models secure a harmonized integration of the works to make a high quality research product, successfully promote and implement it in practical education process and open up new windows of opportunities. 
Young academic scientists, postgraduates and students make increasingly valuable contributions in the above activities [1], and the Physical Education Department management gives a special priority to such contributions knowing their productivity proven by practice. Thus in 2018 a young research team supervised by Y.N. Ivanova, Senior Teacher of the Physical Education and Sports sub-department, successfully drafted a future Physical Education and Sport specialist service fitness standard to build up versatile competences and skills in the student health protection and improvement domain as required to meet the new social development challenges. Based on the new research findings, the Regional Physical Education / Healthy Lifestyle Research and Practical Service Center provides its theoretical and practical support to the Physical Education and Sport specialist training and advancement establishments and develops new all-round Physical Education programs for different population groups.
The Physical Education Department has been contributing to the activities of the recently established ‘Success Academy’, a Republican Research and Education Center under Mordovian State Pedagogical Institute sponsored by the Sochi-based Sirius Federal Center and the Republican government – to offer new opportunities and projects to support gifted children and young sport prospects, promote Physical Education and Sport values among the young people to encourage their Physical Education and Sport education and facilitate the sport reserve training services.
Conclusion. High quality of the academic education service and success of the Physical Education Department graduates in the Republic and abroad have been secured by the harmonized theoretical and practical education components, modern innovative assets and equipment and efficient personnel management policies and practices. The national and social development goals and challenges require the academic education process being updated on a timely basis, and the Physical Education Department management gives a high priority to the professional academic education service improvement projects, particularly the practice-prioritizing and networking ones. The Physical Education Department has been successful in applying the networking system to develop and implement a productive education and training process integration model that secures a harmonized progress and sport accomplishments for gifted young athletes. The networking cooperation system makes it possible to facilitate, on an efficient and integrated basis, the sport/ professional identifications of the sport prospects for their competitive progress and accomplishments.

Abstract
Physical Education Department established in 1971 at Mordovian State Pedagogical Institute named after M.E. Evsevyev has heavily contributed to the sport culture in the Republic of Mordovia and formed a basis for the Physical Education specialist training system and the Physical Education Department research and education elite formation in the Republic. The Physical Education Department has made a great progress from a modest physical education unit to the leading physical education, research and methodological center in the region. Today it remains the sole university in Mordovia that trains Physical Education and Sport specialists. It takes pride in its highly knowledgeable, skilled, creative, competitive, mobile and socially responsible graduates including the global and national sport celebrities, World and Olympic champions, winners of many other top-ranking international events, top professional teachers and sport managers. High quality of the academic education service and success of the Physical Education Department graduates in the Republic and abroad have been secured by the harmonized theoretical and practical education components, well-developed innovative assets and equipment and efficient personnel management policies and practices. The national and social development goals and challenges require the academic education process being updated on a timely basis, and the Physical Education Department management gives a high priority to the professional academic education service improvement projects, particularly the practice-prioritizing and networking ones.
